Mennonite Disaster Service is a bi-national (Canada and the US) organization that focuses on clean up, repair and rebuilding in the aftermath of natural disasters. They have offices in Winnipeg and Akron, PA which employ a very small number of paid staff, depending largely on volunteers so that administrative costs are minimal. They are a religious organization but do *not* proselytize.
My husband has worked on several MDS projects and has been very impressed at their ability to get things done under difficult conditions. Here's a link for more info:
